Congo, Rwanda-Backed Rebels Agree to Principles to End Fighting

Democratic Republic of Congo and the Rwanda-backed M23 rebel movement signed a declaration of principles aimed at ending nearly four years of fighting.

The signature took place in Doha on Saturday with Massad Boulos, the US special envoy for Africa, as a witness. Qatar’s government has been overseeing peace talks between the rebels and the Congolese government.
